The ceremony was attended by the Minister for Territorial Cohesion, Ana Abrunhosa and the Secretary of State for Infrastructure, Jorge Delgado, the Secretary of State for the Enhancement of the Interior, Isabel Ferreira, the mayors who make up CIMDOURO, and other figures from the North and the Region.

The working group is coordinated by the Northern Regional Coordination and Development Commission (CCDR-N), represented at the ceremony by its President Prof. António Cunha, . It also includes two mayors, representing the Douro Intermunicipal Community, José Manuel Gonçalves, Mayor of Peso da Régua and Eng. Gustavo Duarte, Mayor of Vila Nova de Fôz- Coa, and Infraestruturas de Portugal.
